Punishment before the crime has been committed, much less attempted – : Is asinine. From what has been shown of Raven’s character, there isn’t even a hint of intent for destruction.
The future is always in flux. What steps were taken to preempt, or completely deter the most likely future’s outcome?
I would posit – none.
